
Part I: Orientation
My feet first touched the Island of Guam at 2:00 a.m. on Aug. 21, 1992
after a 20-hour flight. I had secured the position of Assistant Attorney
General
for the Territory of Guam (hereinafter AG).
My primary duty, as one of 50 or so AGs, was to enforce child
support orders against absent parents (hereinafter "deadbeats").
It is my opinion, based upon what I learned over the next two
years, that there are basically two different types of deadbeats
and that U.S. child support enforcement
offices are not equipped to handle either type or their ad-mixture in
Guam or anywhere. I will demonstrate this with the following
individual case studies:
